It was through Hal Wilson's vision and leadership that the OCAA was born, and through his vision that a competitive athletic program was developed within the community college system.

Serving as the OCAA's first President from 1967-69, Wilson, along with colleagues from six other founding colleges, set out the infrastructure (i.e. constitution, policies and procedures, regulations) that the OCAA operates under today. Serving with Wilson on the first executive committee were Lambton's Gord Smith (Vice President) and Mohawk's Joe Marko (Secretary-Treasurer).

Wilson was at Algonquin College for 30 years. In addition to serving as the OCAA's first President, he took on the roles of Past President and Secretary-Treasurer from 1969-71. He also served as the Chair for the Constitution Committee during the 1976-77 season, and as the Senior Convenor for tennis in 1974-75 and again in 1977-78.

In 1984, the OCAA recognized Wilson's contributions with the presentation of a Shield Award.
